Planning and Property: Yorkshire Pullans secures planning approval for 14-storey PBSA tower at Joseph’s Well, Leeds January 15th, 2026 Mya Driver Pullans (J Pullan & Sons) has secured full planning approval for a new 14-storey purpose-built student accommodation development at Joseph’s Well in Leeds city centre. Known as The Tower, the scheme represents the single largest investment in the company’s 140-year history and marks a significant diversification of the long-established Joseph’s Well estate into the student housing sector. The development will deliver 256 student bedrooms, comprising a mix of studios and cluster apartments, alongside a range of shared amenity spaces including social and study areas. The scheme is designed to support modern student living while contributing to the ongoing evolution of the Joseph’s Well estate. The Tower will be built on the site of a former clothing factory and mill at Joseph’s Well, a prominent and historic location within walking distance of the University of Leeds, Leeds Beckett University and the city centre. The location positions the development to meet strong demand for high-quality student accommodation in central Leeds. Pullans has appointed McLaren Construction Yorkshire and North East as main contractor for the project. The wider professional team includes Cunniff Design as architect, FutureServ as MEP consultant, Orion Fire as fire consultant, Roscoe as civil and structural engineer, and RBA acting as quantity surveyor and employer’s agent. The scheme has been designed with a strong focus on energy efficiency and long-term operational performance. The approach combines contextual design with technical innovation and build quality, reflecting both the historic character of Joseph’s Well and Pullans’ long-term commitment to the site and to Leeds. The approval of The Tower marks a major milestone for Pullans and underlines its intention to invest for the long term in the regeneration and diversification of the Joseph’s Well estate.
