Housing & Residential: Development Opportunity: Oldham Seeks Partner for £285m Town Centre Regeneration December 8th, 2023 Mya Driver Oldham Council is actively seeking a joint venture partner to revitalise the town centre, with plans including the construction of approximately 2,000 homes, a 5.7-acre park, and a new hotel. This initiative, spanning the next 15 to 20 years, is part of a broader strategy to rejuvenate Oldham’s urban landscape. The council’s decision to manage the Spindles shopping centre revamp in-house marks the commencement of a broader search for a developer to collaborate on this extensive regeneration project. The partnership aims to combine the council’s vision with the expertise and financial backing of a private sector entity, as outlined in a recent market engagement document. In preparation for this venture, Oldham has pinpointed five prime locations within the town centre for redevelopment. These sites include the Oldham Civic Centre on Rochdale Road, the historic Tommyfield Market, the former leisure centre on Union Street, the Old Magistrates Court & Manchester Chambers, and a surface car park on Bradshaw Street.Significant progress has already been made with the Spindles redevelopment, leading to the availability of the civic centre and Tommyfield Market for further development. These sites will feature a new market and office space for council staff. Additionally, the leisure centre site, now vacant following the demolition of the old facility, and the former Magistrates’ Court, identified for hotel development, present unique investment opportunities.Potential partners are invited to express their interest and provide input through a questionnaire available until 25 April. This regeneration project represents a substantial investment opportunity, promising to transform Oldham’s town centre into a vibrant and modern urban hub.
