The London Borough of Richmond-Upon-Thames (LBRuT) Planning Committee has given the green light to the revised plans for the £1.1bn Stag Brewery project on 19 July 2023. The major mixed-use development, located on the former 22-acre Stag Brewery site in Mortlake, Southwest London, is near the Boat Race finish line at Chiswick Bridge.

This approval follows a previous application that was initially accepted by LBRuT but later rejected by Mayor Sadiq Khan and the Greater London Authority (GLA), despite a planning officer’s endorsement. The project, one of the largest mixed-use developments in South West London, is being carried out by Dartmouth Capital Partners for Reselton Properties, a fully owned subsidiary of the Singapore-listed City Developments Limited (CDL).

The approved project by the London Borough of Richmond Upon Thames includes:

• More than 10 acres of open space accessible to the public, offering several routes for pedestrians and cyclists to reach the river bank.

• Construction of 1068 new homes of various sizes, both private and affordable. The affordable housing makes up about 8% of the residential portion and is primarily designed for family use. All residential buildings will have underground parking access.

• A traditional commercial high street benefiting the surrounding Mortlake community, featuring 20 to 30 units of shops, bars, and restaurants, along with a hotel, cinema, and rowing club.

• Nine acres of public green space with several squares, serving as the center for the surrounding residential accommodation. A new green link will connect the existing Mortlake Green with the River Thames.

• A new Academy secondary school for 1,200 students, complete with a full-sized football pitch (also open for community use), an indoor multi-use gym, play and sports space, to be built by the Central Government.

• 5,000 sq m of office space for both existing and new local small businesses.

• Significant road junction improvements at Chalkers Corner to manage the additional traffic from the proposed development, improve air quality for existing residents, and expedite the local road network.

• The project has adopted a net gain biodiversity approach, including ecological enhancements such as bat and bird nesting boxes, native tree species, and biodiversity roofs.

• The newly approved scheme has received an Air Quality Positive rating.

Guy Duckworth, the Dartmouth Director overseeing the Stag Brewery site, expressed his excitement about the project, stating that it is the largest development in the London Borough of Richmond. He emphasized their commitment to creating a project that the borough will take pride in, including a diverse range of residential homes designed by award-winning architects Squire & Partners, and a mix of uses that will revitalize this part of Mortlake that has been disconnected from the Thames riverside for several centuries.
