Housing & Residential: Northern Ireland Belfast Harbour submits plans for 600-home mixed-use waterfront redevelopment at Clarendon Wharf January 8th, 2026 Mya Driver Belfast Harbour has submitted a full planning application to Belfast City Council for a major mixed-use redevelopment at Clarendon Wharf, setting out proposals to deliver more than 600 new homes on the city’s waterfront. The plans would transform an underused section of the Harbour Estate into a new, sustainable city-centre neighbourhood. The residential element comprises over 600 apartments, including affordable housing, with a mix of one- and two-bedroom homes designed primarily for rent. A proportion of the homes would be offered at discounted market rents, alongside wheelchair-accessible units to support inclusive living. The scheme also includes a broad range of complementary uses at ground-floor level, with cafés, shops, leisure and community spaces intended to create an active and vibrant environment. Provision is included for a hotel and an aparthotel, supporting tourism and extended stays in the city. In total, around 3,000 sq m of active ground-floor uses are proposed, helping to generate employment and maintain a lively streetscape throughout the day and evening. Public realm improvements form a central part of the proposals. The development is a key component of Belfast Harbour’s 2050 Masterplan and would deliver more than 10 acres of new and enhanced public spaces. These include a large central square, landscaped green areas, and new walking and cycling routes that connect the site to the city centre and the Maritime Mile. The plans place a strong emphasis on heritage, with historic dry docks and listed buildings set to be restored and repurposed. Clarendon Dock is proposed to be reimagined as a waterfront lido, celebrating the area’s maritime history while providing a distinctive leisure destination. The planning application follows earlier public consultation undertaken in late 2025. Belfast City Council will now assess the proposals, with the first phase of development, comprising around 450 homes, expected to initiate the wider build-out of the Clarendon Wharf neighbourhood, subject to approval.
