Packaged Living has secured planning consent for its £150 million build-to-rent development in Liverpool, marking a major milestone in the transformation of a prominent site at the junction of Old Hall Street and Leeds Street. The scheme will deliver 434 professionally managed private rented homes across two residential towers.

The approved development features two towers of 19 and 25 storeys, designed to offer modern, high-quality rental accommodation. Residents will benefit from a range of amenities, including lounges, co-working areas, a gym, and social entertaining spaces, creating a vibrant, community-focused environment.

Sustainability and energy efficiency are central to the project, which will incorporate all-electric heating, air source heat pumps, and heat recovery systems. The development also promotes car-free transport options to encourage greener, healthier lifestyles.

Demolition is scheduled to begin in early 2026, with construction expected to commence in 2027. The scheme will enhance public spaces, improve pedestrian and cycle routes, and add vitality to a key gateway into Liverpool’s city centre.

The development is being delivered by Packaged Living in partnership with Affinius Capital, following a positive public consultation and design refinements in response to community feedback.

Valued at £150 million, the project reflects the growth of Liverpool’s build-to-rent sector and responds to strong local demand for high-quality rental homes close to the waterfront and commercial district. The scheme is expected to contribute to Liverpool’s regeneration strategy and help address housing shortages in the area.

This planning consent represents a significant investment in Liverpool’s residential market. The scheme will transform the city’s northern gateway, offering sustainable, modern homes and amenities while enhancing the public realm and urban environment.
