As part of our highly popular Hidden Gems campaign, we asked four of Cumberland’s key decision-makers to pitch what makes the area such a juicy prospect for investment.

Mark Fryer, Leader of Cumberland Council:

Cumberland is redefining itself as the Energy Coast, a beacon of innovation in green power. Our region, often overshadowed in the investment landscape, is now at the forefront of a renewable energy revolution, encompassing nuclear power, wind, solar, and tidal energy. This transformation aligns with the natural dynamics of the Solway, presenting unparalleled opportunities for sustainable development.

Our journey towards becoming an energy coast is about capitalising on our unique geographical and industrial strengths. We’ve already demonstrated our capacity for ground breaking projects, such as Wigton’s role in printing the UK’s new polymer banknotes. Our commitment to green energy goes beyond traditional nuclear power, actively pursuing newer green energies like wind, solar, and tidal power.

Cumberland offers a unique combination of a skilled workforce, a strategic location, and a proactive approach to business and development. We understand the importance of nurturing an environment conducive to growth and innovation, especially in the renewable energy sector. Our region is ready to welcome investors and developers who share our vision of a sustainable, energy-efficient future.

As we prepare for UKREiiF 2024 and beyond, Cumberland stands as a testament to resilience and adaptability. Our transformation into the Energy Coast is not just a new chapter in our story; it’s a beacon of hope and opportunity for the entire region. We invite you to be part of this exciting journey as we lead the way in green power development.

Jane Meek, Assistant Director of Thriving Place and Investment, Cumberland Council

As the Assistant Director for Thriving Place Reinvestment at Cumberland Council, I find myself in an immensely rewarding role. Overseeing planning and economic development across the Cumberland area, a region that spans from the Northumberland border hills to the Midlands on the West Coast, is a task as challenging as it is inspiring. This vast area, diverse in its offerings and rich in potential, has long been an overlooked gem in the realm of development and investment.

Historically, Cumberland has been somewhat of a hidden gem, not receiving the attention it deserves despite its immense potential. One reason for this under recognition could be the lack of awareness about what this area encompasses. Cumberland is not just about Carlisle, the sole city in this broader borderlands region that includes Northumberland, the Scottish Borders, and Dumfries and Galloway. It’s about an entire landscape of opportunities, a blend of historic allure and modern prospects.

Our geographical location, straddling the border, often makes Cumberland a region people travel through rather than to. Yet, once they stop and explore, they discover the true value of this area. From the historic charm of Carlisle to the breathtaking beauty of the Solway estuary along the West Coast, Cumberland is a revelation to many. Our large garden village development, featuring 10,000 new homes, exemplifies our commitment to growth and sustainability. This development not only offers scenic views of the North Lakes, North Pennines, and Scottish Highlands but also symbolises our vision for a thriving community.

In terms of attracting investment and development, Cumberland presents a unique proposition. Our council is notably business-friendly and commercially minded, a trait that permeates through my team, which focuses on planning, economic development, and regional growth. We aim to facilitate development by providing ample opportunities in the housing, retail, and employment sectors, all set within an environment that is rich in natural beauty and community values.

Our approach to planning and development is pragmatic and tailored to the needs of both businesses and communities. We have prioritised creating a conducive environment for investment and ensuring certainty for investors through a well-thought-out local plan. This plan, especially evident in developments like the Garden Village, provides clarity on investment opportunities and streamlines the planning process, helping businesses move forward quickly and efficiently.

Cumberland’s planning strategy is unique in its flexibility. We have little brownfield land, necessitating a focus on greenfield sites. Unlike many other regions, we are not restricted by green belt limitations, allowing us to consider developments that are aligned with community needs and environmental considerations. Our focus is on ensuring that new developments are well integrated with existing communities, providing necessary facilities like schools and community centres.

An example of our commitment to business and community growth is the Moorpark Enterprise Zone. This zone offers the freedoms and flexibilities typical of enterprise zones, including additional funding and support for businesses. This initiative is part of our broader strategy to provide a robust foundation for economic growth and development in the region.

One of our key priorities is community wealth building alongside aspirational growth. We strive to develop all communities equitably, ensuring that the benefits of growth and development are shared across the region. This inclusive approach is fundamental to our vision for Cumberland.

Regarding digital connectivity, an essential aspect for modern businesses, Cumberland is at the forefront of innovation. Our recent involvement in a 5G pilot initiative underlines our commitment to providing state-of-the-art digital infrastructure. We understand the critical role of high-speed broadband in today’s economy and are working diligently to ensure that Cumberland is well-equipped in this regard.

The workforce in Cumberland is another significant asset. Our region is home to high-technical-spec industries, especially in the clean energy sector. Companies like Sellafield on the West Coast exemplify the advanced engineering capabilities present in the area. Moreover, we have been successful in adapting to technological changes, as demonstrated by companies like Pirelli. Their evolution in manufacturing, incorporating more robotics, has not only sustained but also increased their workforce, showcasing our ability to support business growth and adaptation.

Looking towards the future, Cumberland is poised for significant growth and development. Our vision is for a region where the community is proud of where they live and work, a place that balances sustainable living with economic prosperity. We envision a city that stands up for itself, thriving in retail, leisure, and as a sustainable community. The connectivity between workplaces and residential areas will be seamless, contributing to an overall quality of life that is enviable.

As we approach UK REIF 2024, Cumberland is ready to present a comprehensive picture of what we offer. This includes job opportunities across various sectors, a thriving housing market, and a city that is not only proud of its heritage but is also forward-looking and innovative. Our new university campus will further enhance our role as a gateway to the broader borderlands region.

In ten years, I envision Cumberland as a place that has fully realised its potential, where the honesty and straightforwardness of its people are matched by the

Darren Crossley, Director of Place, Sustainable Growth, and Transport at Cumberland Council:

Our region embodies a unique blend of expertise, resources, and innovation, particularly in the nuclear and renewable energy sectors, which are ripe for exploration and investment.

The Nuclear Legacy and Future Energy Prospects

Cumberland’s legacy in the nuclear sector is a cornerstone of our expertise and experience. This foundation has set the stage for broader advancements in various forms of energy, especially renewables. Our business community is not only robust but also forward-thinking, recognising the shift towards cleaner energy sources.

Diversifying the Local Economy and Skills Transfer

A significant aspect of our strategy involves diversifying the local economy. While we continue to capitalise on our nuclear sector expertise, we’re also transitioning these skills to other areas, particularly renewable energy. This shift not only broadens our economic base but also ensures the transferability of skills within our workforce.

Attracting a New Workforce and Building Partnerships

Our focus is not just on nurturing local talent but also on attracting new residents to bolster our working-age population. By collaborating with institutions like the University of Cumbria and Manchester Metropolitan University, we aim to create a hub of innovation and expertise, particularly in fields like robotics.

Infrastructure development and transportation upgrades

We’re not just investing in energy; infrastructure development is also a priority. Plans for upgrading rail and road networks are underway, enhancing Cumberland’s connectivity and logistics capabilities. This development will support our growing economy and make the region more accessible for businesses and investors.

Housing and urban development

In addition to energy and transportation, we’re also focusing on housing and urban development. Plans for new housing projects and the revitalisation of urban areas are in motion, creating more opportunities for investment and improving the overall quality of life in Cumberland.

Looking Ahead: Cumberland in 10 Years

Envisioning Cumberland a decade from now, I see a region transformed by significant improvements in infrastructure, a thriving economy diversified beyond nuclear energy, and a vibrant community benefiting from new housing and urban development projects. Our aim is to position Cumberland as a leader in renewable energy and innovation, contributing significantly to the UK’s economy and setting an example for sustainable growth.

So, my message: Cumberland represents a remarkable opportunity for investors and developers. With our rich history in energy, commitment to innovation, and ongoing developments in infrastructure and housing, we stand as a unique and promising destination for investment. The time is ripe to explore the untapped potential of Cumberland, a gem waiting to be discovered in the UK’s renewable energy and investment landscape.
